His work spans policy formulation, industry advocacy, and strategic consulting, shaping decarbonization efforts across multiple sectors. As President of the Romanian Sustainable Fuels Association (ACS), he has played a central role in aligning Romania’s energy policies with EU decarbonization objectives, contributing to the National Hydrogen Strategy, alternative fuels legislation, and RFNBO-compliant market frameworks.

In addition to his policy work, Dr. Stoicescu leads sustainability research and advisory services in sustainability reporting, renewable energy integration, and Power-to-X applications. His expertise includes hydrogen infrastructure planning, sustainable transport solutions, and ESG regulatory compliance, supporting organizations in meeting EU requirements such as the Alternative Fuels Infrastructure Regulation (AFIR) and the Corporate Sustainability Reporting Directive (CSRD).

Dr. Stoicescu holds a PhD in Business Administration and an Executive MBA, combining industry leadership with academic research in sustainable organizational design, ESG-integrated industrial frameworks, and renewable energy-driven economic resilience. At CarbonZero 2025, he will deliver a policy-driven analysis on how Europe and China are expanding renewables and integrating hydrogen to reinforce industrial sovereignty and achieve large-scale decarbonization, offering insights into the regulatory and economic forces shaping the energy transition.

The Romanian Sustainable Fuels Association (ACS Center for Sustainability) and its market impact

The Romanian Sustainable Fuels Association (ACS Center for Sustainability) has expanded beyond advocacy to become a key provider of sustainability assessments, regulatory compliance support, and strategic consulting for Romania’s energy transition. Initially focused on integrating hydrogen, biofuels, and synthetic fuels into the national energy mix, ACS now actively supports businesses and public institutions in aligning with EU sustainability regulations, including CSRD reporting, EU Taxonomy compliance, and RFNBO certification.

ACS plays a crucial role in the development of hydrogen valleys, ensuring that renewable hydrogen projects meet additionality principles and contribute to industrial decarbonization. Additionally, the association provides expertise in sustainability assessments, Power-to-X feasibility studies, alternative fuels infrastructure, and ESG strategy development. By bridging policy and implementation, ACS helps stakeholders secure investment, meet stringent regulatory requirements, and advance Romania’s position as a leader in sustainable fuels and renewable energy integration.
