The Impact of the Trump Administration on Coal Ash and Supplementary Cementitious Materials

The election of President Trump, coupled with unified Republican control of Congress, indicates a comprehensive overhaul of federal energy and environmental policy. Initial Cabinet nominations suggest a strong alignment with pro-energy policies. Notable appointments include former U.S. Representative Lee Zeldin as Administrator of the Environmental Protection Agency, Liberty Energy CEO Chris Wright as Secretary of Energy, and North Dakota Governor Doug Burgum as Secretary of the Interior. These leaders are expected to champion fossil fuel development, deregulation, and potentially reinstate the National Coal Council.
President Trump has also pledged to issue a broad series of executive orders, including a review of the EPA’s approach to regulating power plants. This includes reassessing the 2024 final rule titled “Hazardous and Solid Waste Management System: Disposal of Coal Combustion Residuals From Electric Utilities; Legacy CCR Surface Impoundments.”
Key policy priorities are anticipated to include revising EPA regulations affecting coal, expanding incentives for carbon capture technologies, and distributing $1.2 billion in grants to states and municipalities for the procurement of domestically produced low-carbon construction materials for transportation infrastructure.

About the Speaker
Grant Quasha is the Chairman and CEO of Eco Material Technologies which he founded in 2021 via the merger or Green Cement Inc.  and Boral Resources. He is the former Chief Executive Officer for Green Cement. Prior to that, he built the largest wire rod steelmaker in the US for Liberty Steel and built and helped manage two US mining companies. He also worked for JP Morgan’s Investment Bank in their Natural Resources Group. He received his B.A. from Harvard College, Cum Laude, and an MBA with Distinction from Harvard Business School.
