
Grazia Bertagnoli earned her degree in Civil Engineering from the Polytechnic University of Turin, with a specialization in construction materials for infrastructures. She began her career at the university’s laboratory, where she focused on developing and testing innovative and sustainable concrete mix designs, working also in ready-mixed concrete production plants.
After gaining experience both on construction sites and in the lab, she was appointed as Chair of the Technical and Sustainability Committees of ERMCO (European Ready Mixed Concrete Organization), and later became Secretary General of EFCA, the European Federation of Concrete Admixtures Associations.
Following six years of work at the European level, she joined Deloitte as a Senior Consultant, focusing on the management of infrastructure projects in Italy.
In 2025, she was appointed Secretary General of ERMCO, where she is responsible for the overall management of the organization, coordination of its technical and sustainability committees, and institutional relations with European authorities.
About ERMCO – European Ready Mixed Concrete Organization
The European Ready Mixed Concrete Organization (ERMCO) was founded on 27 October 1967 in Munich, Germany, at the initiative of the German Ready-Mixed Concrete Association. Its founding mission was to foster cooperation among national ready-mixed concrete associations across Europe and to create a shared platform for the exchange of technical knowledge, best practices, and industry developments.
Initially headquartered in Germany, ERMCO later moved its base to the United Kingdom and has been permanently located in Brussels since 2003, positioning itself at the heart of European policymaking.
At the time of its establishment, ready-mixed concrete accounted for only about 10% of cement consumption in Europe, with figures as low as 2% in some countries. Today, the sector uses up to 65% of the cement produced in Europe, generating over 350 million cubic meters of concrete annually—making it a cornerstone of the European construction industry.
ERMCO has grown significantly, expanding from its original 12 founding members to 25 national associations. The organization now represents a diverse network of stakeholders, including major multinational corporations and over 6,000 small and medium-sized enterprises (SMEs).
As the voice of the European ready-mixed concrete industry, ERMCO plays a key role in shaping sustainable construction policies, driving innovation, and promoting environmental responsibility both within Europe and globally.
