Fátima Rato

Fátima Rato is Head of Sustainability, Public Policy, and Communications at the Portuguese Cement
Industry Technical Association (ATIC). With over two decades of experience, she has played a pivotal
role in aligning sustainability initiatives with ambitious environmental policy targets. Her expertise
encompasses strategic communication, stakeholder engagement, and public affairs, with a focus on
climate action, circular economy, and sustainable construction.
At both national and European levels, Fátima collaborates with industry leaders and academia to
advance innovative pathways for a resilient, green, and digital construction ecosystem. She has
represented the sector in key forums, including standardization committees and value chain
associations.
Beyond her professional achievements, Fátima has published articles and delivered presentations
on disability-related topics, addressing inclusive education, independent living for persons with
disabilities, and artificial intelligence for inclusion.

The Portuguese Cement Industry Technical Association (ATIC)

The Portuguese Cement Industry Technical Association (ATIC) has two members, CIMPOR and
SECIL. The cement industry is crucial for the local and national economy, with a significant multiplier
effect. The sector directly and indirectly employs 5.100 people, and its exports represented 1.9
thousand M€ between 2005 and 2021. During the same period, the industry invested €224M in
measures to reduce environmental impact and in Research, Development, and Innovation, achieving
a reduction of over 14% in specific CO2 emissions per ton of cement since 1990.
In 2021, the Portuguese Cement Industry Roadmap to Carbon Neutrality 2050 was launched,
demonstrating the sector’s formal commitment to national decarbonization and sustainability targets,
in line with the principles of the European Green Deal. In 2023, ATIC presented the “Cement and
Concrete Manifesto for Sustainable Construction and Cities of the Future” reinforcing its engagement
with the values of the New European Bauhaus initiative.
