
Elena Rubio Portillo is the Engineering Project Manager for CCUS projects across CEMEX EMEA. Based in Madrid, she leads the engineering development and coordination of large-scale decarbonization initiatives, including the CO2LLECT project in Germany, one of the most advanced carbon capture projects currently being developed in the European cement industry.Ā
Elena holds a degree in Chemical Engineering and an MBA and brings more than 15 years of experience in engineering, project management, and industrial project delivery. Prior to joining CEMEX, she spent 10 years working for a leading international EPC contractor, contributing to the development and execution of large-scale energy and industrial projects worldwide.Ā
Her career combines experience on both the contractor and owner sides, providing a unique perspective on the challenges of developing and delivering complex industrial projects. She currently works closely with technology providers, engineering contractors, plant teams, and regulatory authorities to advance CEMEX’s carbon capture and decarbonization initiatives across the EMEA region.Ā
