
Germany has introduced a comprehensive climate strategy aimed at accelerating emissions cuts and reducing reliance on volatile fossil‑fuel imports, unveiling an €8 billion package to support clean‑energy expansion and strengthen national resilience.
The long‑awaited 67‑point Climate Protection Programme 2026, approved by Chancellor Friedrich Merz’s cabinet, includes major investments in onshore wind power, incentives to boost electric vehicle (EV) adoption, and measures to improve forest and soil health. The government says the plan will help Germany move closer to its legally binding goal of reducing greenhouse gas emissions 65% by 2030 compared to 1990 levels.
So far, Germany has achieved a reduction of around 48%, and experts warn that existing policies fall short of what is needed. The new programme aims to deliver more than 25 million metric tons of CO₂ savings by the end of the decade, alongside significant reductions in natural gas and petrol consumption.
Environment Minister Carsten Schneider said the plan is designed to “modernise the economy, strengthen crisis resilience, and support nature so it can support us,” highlighting the dual pressures of climate change and geopolitical instability. The ongoing Iran conflict has underscored the risks of depending on imported oil and gas, adding urgency to Germany’s energy transition.
The package includes a socially tiered €3 billion subsidy scheme to make EVs more affordable, targeting 800,000 new electric cars and expanding charging infrastructure nationwide. Funding will also continue for building‑efficiency upgrades and heating‑system replacements after the government scrapped the previous administration’s controversial heating law.
An additional €2.9 billion will support industrial decarbonization, including electrification and carbon‑capture technologies.
Despite the scale of the plan, environmental groups and Germany’s Expert Council on Climate Issues argue that the measures still fall short of what is required to meet 2030 targets, warning that deeper structural reforms are needed.
