The European Roundtable on Climate Change and Sustainable Transition (ERCST) hosted a pivotal event this week titled “The Future of Emissions Trading in the EU: Carbon Dioxide Removals (CDRs)”, unveiling the fourth report in its seven-part series under the “Future of Emissions Trading in the EU” project.

Authored by Andrei Marcu, Pauline Nouallet, Nigel Caruana, and Marino Varricchio, the report offers a forward-looking analysis on how CDRs could be integrated into the EU Emissions Trading System (EU ETS) during the second phase of Phase IV (2025–2030) and beyond. It explores key challenges and proposes structured, realistic solutions for introducing CDRs into EU climate policy.

Key Insights and Recommendations:

  • Phased Integration: CDRs should be introduced in both ETS 1 and 2, with initial integration in ETS 1 only, as it is a more mature and better understood system.

  • Permanence First: Only permanent carbon removals should be included in the early stages, to safeguard the credibility and effectiveness of the system.

  • Complementary Accounting: The accounting methodology must allow for CDRs to be used in addition to EU Allowances (EUAs), not as a substitute.

  • Centralized Oversight: A centralized system should initially manage CDR acquisition and integration to ensure quality, transparency, and public trust. A modified Market Stability Reserve (MSR) with new functions is proposed as a mechanism to be tested.
