Numerous solutions exist to address GHG emissions in the cement industry, with varying degrees of risk, emissions reduction potential, and cost implications. However, there is unlikely to be a silver-bullet solution given the nature of this massive industry which is inherently local and contains many use cases. For these reasons, the pathway towards decarbonization will substantially depend on regulatory requirements and/or incentives. For an industry with such high emissions, political attention on its environmental impact has been lackluster and it’s time to reverse that. Low-carbon cement and concrete technologies are out there – they’re innovative, available, and ready to be scaled up.

Penelope is Manager at Breakthrough Energy, Bill Gates’ climate and energy foundation, where she leads the policy and market work on heavy industries and critical minerals in Europe. Having first worked as a strategy consultant, based in Boston and working across the US, Penelope then decided to specialize in energy and joined Air Liquide in France to work in market & strategy within the newly-created hydrogen energy global business unit. A Paris-based French native, Penelope holds a Bachelor and a Master’s degree in Management from HEC Paris, a B.A in History from Sorbonne University, a MSc in Business & Management from MIT, and a MSc in Environmental Technology (energy specialization) from Imperial College London.
