Since 2019, Magdalena Herbik has led BIBM’s EU affairs and communications, focusing on advocacy, sustainability, and promoting concrete’s role in Europe’s climate and digital transitions. She currently serves as Public Affairs & Communications Manager. Since 2020, she has co-chaired the Advocacy Committee of Concrete Europe, engaging with EU institutions, developing policy positions, and coordinating the annual Concrete Dialogue. She has also played a key role in organising the BIBM Congresses in Copenhagen (2021), Amsterdam (2023), and the forthcoming edition in Rome (2026), contributing to programme design, speaker selection, and session moderation — discussing innovative pathways for the future of sustainable construction. 

A graduate in International Relations and Sociocultural Animation, Magdalena studied in Poland, Taiwan, Turkey, and China—completing part of her studies at National Chung Hsing University in Taichung and Işık University in Istanbul. Before joining BIBM, she gained professional experience in EU consultancy, the European Parliament, NGOs, and teaching Mandarin at a language school. 

 

BIBM – The Federation of the European Precast Concrete Industry 

The Federation of the European Precast Concrete Industry (BIBM) represents the interests of the precast concrete sector at European level, promoting sustainability, innovation, and competitiveness across the built environment. Founded in 1954 and based in Brussels, BIBM unites national associations, research institutes, and industry partners, and plays an active role in standardisation and EU policy dialogue. 

Its work spans key policy areas such as climate and energy, sustainability and the circular economy, water management, the internal market, and health and safety, ensuring that the industry’s voice is effectively represented in European policymaking. BIBM is also a partner in several Horizon Europe projects, contributing its technical expertise and sectoral knowledge. 

As a founding member of Concrete Europe — the umbrella organisation connecting the entire concrete value chain in Brussels — BIBM contributes to joint advocacy for a sustainable and resilient built environment. In addition, every three years it organises the BIBM Congress, a leading international forum that showcases concrete and precast as sustainable materials of choice and brings together industry leaders, policymakers, and experts to exchange views on innovation and the future of construction.
