Climate transition finance has a vital role to play in corporate transition plans to achieve a whole economy decarbonisation. There is a growing recognition that finance in support of climate mitigation goals must be scaled up and consistent with a pathway towards a low-carbon economy. Since climate transition finance is directed at decarbonisation of a corporate entity, investors must be able to assess the economic and environmental integrity of the entire business strategy.

The most suitable instrument to communicate this information is a credible and practicable corporate-level climate transition plan. A transition plan is a time-bound, trackable strategy and roadmap presenting the milestones and actions for reducing emissions with a science-based pathway to net zero. Drawing on Climate Bonds’ Cement Criteria, the presentation highlights the most ambitious decarbonisation pathways. It will also unpack how these Criteria are applied to certify projects and ensure alignment with science-based benchmarks.

Gabriela Constantin is the Transition Project Manager at the Climate Bonds Initiative. She leads efforts to align heavy industry and energy systems with a 1.5°C pathway, with a strong focus on transition finance and credible, science-based decarbonisation plans.

Her current work also includes managing a global programme on methane abatement finance, where she coordinates policy research, stakeholder engagement, and innovative financing strategies across agriculture, energy, and waste.

She serves on the Technical Working Group of the European Network for Fostering Energy Geostructures and sits on the Advisory Board of the EnTRAINER project, which enhances industrial energy audits in Central and Southern Europe.

Before joining the Climate Bonds Initiative, Gabriela served as a Senior Advisor for EEA and Norway Grants programs in the CEN region, with a focus on the Energy Programme in Romania. Prior to that, she oversaw the implementation of significant infrastructure programs in Romania through EU grant schemes.
